BIS helped to instill the culture of Continuous Improvement in our employees and enabled us to build in quality and efficiencies that attracted large companies to do more business with us. Electro-Motive Diesels (EMD) has partnered with Illinois BIS since 1983. Through training and hands-on consulting, we have had positive results too numerous to mention all. Some of the areas where we have benefitted are:

  • Process Documentation: Electro-Motive Diesels (EMD) has been able to implement a locomotive diesel engine remanufacturing program in under 6 months. This past fall we engaged the BIS team for a market research project on the Chinese rail tank car market. This project was a huge success and the BIS team was able to obtain the detailed market information needed to craft an entry strategy for the Chinese tank car market. A testament to the quality of work done is that the BIS team identified a sales opportunity during their research, and with the team’s assistance we negotiated a $140,000.00 contract to export products made in Skokie, Illinois to China for a local tank car manufacturer. The profit made on the contract more than paid for the research project and helped replace some of the business lost during the recent economic downturn. Also, were it not for the grant funding provided by the state, we would not have pursued this research project due to the prohibitive cost of for-profit firms.

An ongoing engagement with BIS has been a project to develop a culture of continuous improvement within Midland. With the help of a BIS project manager we have created 11 guiding principles for the business and we are in the process of training almost 50% of the work force on continuous improvement and problem solving tools. These continuous improvement specialists will train the remainder of the workforce and undertake projects to improve manufacturing efficiency and eliminate waste. Despite the pressure on earnings due to the economy we have continued to invest in our people because of the high quality and reasonable cost of BIS services.

We have been working with Illinois BIS since 1998. The grant funding availability is important to our company for the training and consulting services provided by BIS, as similar services are cost prohibitive from other organizations. BIS provides a service that is a key factor for our continued growth and success of Unytite Inc. Please give every consideration for the grant funding, as BIS is an important partner in our efforts to continue to provide jobs for the state of Illinois.

PCTEL began our lean journey in late 2006 by partnering with BIS to perform our initial lean assessment and subsequently conduct our first lean manufacturing pilot in our antenna assembly operation in Bloomingdale, Illinois. Since then, we have continued training our core lean team and our production leadership personnel on many of the lean manufacturing classes on offer from BIS which are summarized as follows:

To date, approximately 75% of our assembly operation has completed first pass lean with some highly impressive results:

  • Direct labor has improved by an average of 42%
  • Production lead times have been reduced by 70-80%
  • Work order processing has been reduced by 85%
  • Space utilization has improved by 24%
  • Our gross margin has improved by 3%
  • Increased OEM customer readiness

We will complete our first pass lean effort across the whole plant during the first half of 2010 and are currently expanding our lean initiative into our supply chain of domestic and international suppliers. Thereafter, we will complete a second pass lean within our Bloomingdale facility and continue learning PCTEL’s operation globally. Clearly, the involvement of BIS is critical to our current and future success. PCTEL’s lean progress to-date is in no small way indebted to BIS’s training and knowledge contributions as a vital partner to Illinois and domestic US manufacturing companies. Our relationship with Illinois BIS dates back to 2003 when we first were introduced to lean concepts. It began with me as well as several managers attending the lean certification program. These classes made us realize that there are many benefits tin creating a lean enterprise to remain competitive. It also helped us to realize that in order for us to be successful with our efforts, it would be necessary to empower our employees with the knowledge to not only participate, but to rather take ownership and lead some of our initiatives. In order for us to accomplish this goal, we enlisted Illinois BIS to provide us with an aggressive on-site lean training program for all of our employees in the first quarter of 2009. In addition, most recently, I attended your Six Sigma Green Belt certification program and found this to also be a very informative as well as inspirational experience. As a result, we would like to send others within our organization to attend the Black Belt program.

With the training and education we have received over the last few years we have seen many improvements made throughout the organization that have helped us to streamline our operations. Some of the benefits that we have realized are: 1) reduction in scrap on two of our product lines that resulted in a total annual savings of $88,000.00. 2) A 50% reduction in customer complaints 3) reduction in finished goods inventory levels and 4) reduction in raw material inventory levels. In our efforts for continuous improvement we are also working towards streamlining our foaming operation as well as reducing our set-up times.

Acme Finishing has received training in Lean and quality process improvement and has improved our external ppm performance by 3500, saving $390,000 in rework costs. On another product we improved our external ppm performance by 675, saving $180,000 in rework costs. These savings make it possible for Acme Finishing to avert layoffs. We can honestly say that without Illinois BIS, our company would probably be out of business. They have helped us survive during recessions and helped us to be more competitive as well as helped us grow our business in Illinois. We could not afford this training without these grants.

We used them to help us implement ISO 9000. They brought us step by step through the process. They challenged the way we had done business for over 80 years. There was for the first time clarity in how to run a business on a day to day basis: A way to set up rules and procedures that help a business grow from fighting daily fires to actually planning for all the little things that come up on any day in an organized and well thought out manner. We had a trainer come to our facility every week or two to work on a specific process... In three years time during the process we increased our profitability by three times. [Our company] started to work with the Illinois BIS Team in early 2013 on a dual-track program of education focused on LEAN. One example of the outstanding outcomes from the LEAN tool training. In our Card Manufacturing department, several employee-led teams have been trained in and used the skills and tools taught by Illinois BIS to analyze key operational opportunities for improvement. Guided by the Illinois BIS Team, [our team] identified and proposed specific changes in our work-flow. In just one area, that team executed a change in work-flow which will save [us] over $50,000 each year. We have similar teams working and training with Illinois BIS throughout [our company] and are realizing significant savings and improvements to our business.

On the Culture, Leadership and Management side, the Illinois BIS team helped us construct a similar, “real-world” focused program. We identified several cross-functional teams where inter-departmental communications and cooperation are key to improving our Service Levels and where the teams were not always “playing well” together. Illinois BIS then designed a specific set of programs and facilitated a hands-on training program focused on identifying and resolving obstacles to the departments working well together and giving the team members tools and skill sets to address those issues. This has been highly successful. Although it is much harder to obtain hard metrics in areas such as this, we have seen marked improvements in inter-departmental functioning and our Service Levels – as measured specifically by on-time delivery to clients – have increased and are consistently above 95%

Overall, we have been very pleased with the results. The Illinois BIS Team and the programs that they are helping us to run at [our company] have been and continue to be instrumental in ensuring that [our company] is a thriving business – avoiding layoffs – and instead, is expanding, purchasing new equipment and adding employees. Thanks to WIA funding, Metropolitan Family Services is using Lean Six Sigma to reshape a vital human services agency to succeed in a fiscal climate that has forced dozens of its peers to cut jobs and eliminate services to low-income families who need them. While Metropolitan has expanded services and added over a hundred positions to meet this need, rapid growth has created new pressures for employees and stretched business systems to capacity. Grant funds have allowed Metropolitan to partner with Illinois BIS to make employees part of the solution. Since February (or November 2012), over 450 of Metropolitan's 850+ employees have completed rigorous training they are now using to streamline business processes and reduce the risk of burnout for over-stretched front-line human services professionals. Early wins include combining reporting procedures to cut duplication and allow clinical practitioners to focus on serving families, re-deploying human services staff to local sites to provide more efficient and effective service, and empowering front-line leaders to drive dozens of small, simple projects that add up to significant change. Lean Six Sigma is also helping drive agency wide projects to improve its technology, employee support and measurement systems to prepare for major landscape changes, such as the Affordable Care Act and the expansion of performance-based contracting through the state's "Budgeting for Results initiative.

Plitek benefited greatly from the recent training we received. The employees that took the training were able to have more job security in their jobs by understanding the need for better training to help them with advancement at Plitek. Our biggest success story is that one employee (after taking the training) felt he could really benefit Plitek by creating individual machine trainings designed specifically for machine operators. We had limited machine specific training in place; therefore he was able to train multiple groups on the correct procedures for running specific machines. Through the training he was able to create a new job for himself as he was advanced to training coordinator for the shop floor. This is a new position and a great asset to our training program. After completing the Six Sigma Class one of our relatively new supervisors was able to use the knowledge he gained right away.  He started by collecting data on the efficiency of a machine in our Grinding Department. He then used the MiniTab software to develop a histogram, which showed him discrepancy between the different shifts.  Looking into it he discovered the run rate was set lower on second shift.  By correcting this he was able to improve the overall efficiency for the department. We currently have six teams with graduates from the Greenbelt class leading them whose task is to improve problem areas throughout the company.  Any one of these projects will avert any layoffs by waste reduction or elimination.  Thus, improving our competitiveness in the market and our ability to gain new business.
